PART 1.0 SVES Locate Source (FCR 370)
1.1 Summary of Changes
The FCR Locate process is being modified to provide States with access to SSA's State Verification and Exchange System (SVES). SVES will provide information from its databases as follows:
- Title II - SSA Retirement, Survivors, Disability, and Health Insurance Benefits Information;
- Title XVI - Supplemental Security Income Benefits Information; and
- Prisoner - Information about inmates in Federal, State, and local correctional facilities.
The FCR will provide SVES information to State CSEAs for all Locate Request types. A SVES response record has a Record Identifier equal to 'FK'. The four types of SVES Locate Responses are Title II, Title XVI, Prisoner, and No SVES Match, which are respectively identified by Locate Source Response Agency Code equal to 'E05', 'E06', 'E07' and 'E10'. SVES response records are presented in Section 1.5, "Response Record Layouts". SVES is not included in the bundling process.
States may choose to begin receiving SVES Locate Responses by completing the SVES Request Form that OCSE will be available in April 2002. States that do not complete the form will continue to receive E01/AWR (Annual Wage Reporting) and E03/MBR (Master Beneficiary Record) Locate Response records in response to an E01 Locate Request. If a State opts to receive SVES information, a Locate Request that contains 'E01' or 'ALL' in one of the Locate source fields results in the receipt of any matching information from the SVES Title II, Title XVI and Prisoner Databases. States that opt to receive SVES information may opt to receive E01/AWR information in addition to the new SVES information by indicating this choice on the SVES Request Form.
SSA gathers SVES information from the operation of its Title II and Title XVI benefits programs. Federal, State, and local prison facilities submit prisoner data to SVES. SSA does not perform consistency edits between or among these SVES databases. The FCR obtains and provides SVES data as a function of State Locate Requests, and does not further edit SVES data.
1.2 Background
SVES contains information that pertains to several types of SSA benefits, as well as Federal, State, and local prison inmates. SSA will make this information available to State agencies, including IV-A agencies. OCSE will provide this information to State CSEAs by including SVES as an FCR Locate source. These Locate Requests are sent directly to SVES and have an average turnaround time of 48 hours.
1.3 Description of Changes
Currently, the FCR provides access to SSA's Annual Wage Reporting information (an employer's annual W-2 submission) when a State indicates 'E01' or 'ALL' as a Locate source. If Master Beneficiary Record (MBR) (SVES Title II) information exists, it is also provided. The SVES Title II, Title XVI and Prisoner databases are not selectable for FCR search today.
When SVES becomes a selectable Locate source, a Locate Request for 'ALL' sources or 'E01' will cause the FCR to determine if a State is an AWR/MBR, SVES or SVES/AWR State, and to send search requests accordingly. A State that does not elect SVES will be considered an AWR/MBR State and will continue to receive the currently provided SSA AWR and MBR information. A SVES State will receive SVES Title II, Title XVI and Prisoner information. A SVES/AWR State will receive SVES Title II, Title XVI, Prisoner information and SSA AWR information.
For AWR/MBR States, an SSA search request sent to the FPLS (as is currently done) is subject to bundling. For SVES States, a SVES search request is sent directly to SVES and will not be subject to bundling. For SVES/AWR States, search requests will be sent to SVES (not subject to bundling) and to SSA (via FPLS) for AWR (subject to bundling). The FCR will send SVES and/or SSA response records to the State.
SVES will be available for all Locate Request types ('CS', 'LC', 'PK', 'CV' and 'AD'). SVES will be subject to the existing restrictions that pertain to persons with Family Violence (FV) indicators. The specific data that will be returned on the response record will follow the legal restrictions that are outlined in the FCR Interface Guidance Document (IGD) and is illustrated in Chart 6-14, "Types of Locate Requests", of the IGD.
When the FCR receives a SVES response record that contains match information, the FCR will send the address to FINALIST for address editing to verify or correct the address before sending it to the State. In some instances FINALIST can improve the quality of the address. The response record from the FCR to the State will contain codes that indicate the results of the FINALIST process.
The two error/warning messages and their descriptions, which result from SVES Locate Requests, are described and defined in Chart J-1, "FCR Record Error and Warning Codes".
1.4 Impact on States
No changes are required for States that do not elect to receive SVES.
SVES/AWR States will need to retain their current AWR processing capability. SVES and SVES/AWR States also will need to continue to accept the existing SSA AWR/MBR response records because SSA Locates in process prior to the SVES election date may still be open.
SVES and SVES/AWR States must make the necessary changes to accept the new record formats. These formats will be included in the Locate/Proactive Match response batch with any other Locate sources that are being returned. These States must also make the necessary changes to accept the new error/warning codes on the FCR Person/Locate Request Error/Acknowledgement Record. In programming for the new record format, the States should consider using the Locate Response Code (positions 375-376) to determine the actions to be taken on the response.
SVES may indicate that a Title II or Title XVI record was unavailable due to database maintenance, and the FCR will return a Locate Response Code of '09'. The State should resubmit the SVES request to obtain the records. This is an extremely rare occurrence, and the States may never encounter this value. The Prisoner database is not affected by this situation.
1.5 Error and Warning Codes
The new error and warning codes and their descriptions are:

1.6 Response Record Layouts

PART 2.0 Return Participant Type (FCR 1282)
2.1 Summary of Changes
The FCR-to-NDNH Proactive Match Process is being modified to return the Participant Type in the response records. This will make the process consistent with the NDNH-to-FCR Proactive Match Process, which has returned the Participant Type since May 2001.
2.2 Background
In May 2001, the Participant Type was inadvertently sent to the States in positions 911-912 of the NDNH-to-FCR Proactive Match Response Record. The States, when polled, elected to continue receiving the information and asked to receive the information in FCR-to-NDNH Proactive Match Response Records. On October 10, 2001, an explanatory FCR E-Flash #01-28 was sent out. The flash explained the Participant Type hierarchy that is used in the NDNH-to-FCR Proactive Match. If the person has more than one Participant Type, the FCR will select and return the Participant Type according to the following hierarchy: NP, PF, and then CP. This hierarchy is not applicable to the FCR-to-NDNH Proactive Match because it is case-specific.
2.3 Description of Changes
The FCR-to-NDNH Proactive Match Response Record is being enhanced to return the Participant Type. When the Record Identifier is 'FN' and the NDNH Match Type is 'P', the process will include the Participant Type in positions 911-912. Refer to Section 2.5, "Response Record Layout", for a complete description of this record.
2.4 Impact on States
The Participant Type will be placed in an area that is currently defined as filler and may be used when the State is ready to start utilizing it.
2.5 Response Record Layouts
Appendix A, "Response Record Layouts", provides the State with the revised record layout for the FCR NDNH Locate/Proactive Match Response Record. Refer to Chart A-6, "FCR NDNH Locate/Proactive Match Response Record", for the revised record layout. The material that is highlighted indicates the changes to the existing record layouts.

PART 3.0 Reject Duplicate Locate Requests (FCR 1356)
3.1 Summary of Changes
The FCR Locate process is being modified to detect incoming Locate Requests that duplicate a request that is already open on the FCR. If an incoming Locate Request is a complete duplicate of an open Locate Request, the incoming Locate Request will be rejected. If it was part of an 'FPA' (Add Person) or 'FPC' (Change Person) transaction, it will be rejected with a new warning code of LW004. If it was submitted as a Locate Request (Record Type 'FP' and Action Type 'L'), it will be rejected with a new error code of LE009. A Locate Request that is a partial duplicate of an open Locate Request will be accepted, and only the non-duplicated Locate source(s) will be searched.
3.2 Background
Some States have expressed concern about the high level of FCR Locate Response Transaction volume. To reduce the volume without reducing the Locate utility, if a State submits a Locate Request that duplicates an open Locate Request, the newly submitted Locate Request will be rejected.
For the purposes of this processing, a Locate Request is considered a duplication of another Locate Request if both requests contain the same State, SSN, Member ID, FIPS County Code, User Field and Locate Request Type values, and one or more of the requested Locate source(s) are still open. If any of the requested sources are not open, those sources will be searched. Hence, open sources will not be repeatedly searched, and duplicate results will not be sent to the State.
3.3 Description of Changes
The FCR will edit all incoming FCR Input Person/Locate Request Records with a Transaction Type of 'A' (Add a Person), 'C' (Change a Person) or 'L' (Locate a Person) to determine if any incoming Locate Request duplicates another request, using the following fields for comparison: State, SSN, Member ID, FIPS County Code, User Field, Locate Request Type and Locate Source(s) requested.
- Complete Match. If the fields noted above on the incoming Locate Request match the values of the fields on a previous Locate Request, and if all of the Locate sources that are requested on the incoming Locate Request are still open, the incoming Locate Request is rejected with a new error code of LE009, "This Locate Request Duplicates an Existing Locate Request". If the Locate Request was submitted with an Add Person or Change Person Transaction, the FCR will reject the Locate Request with a new warning code of LW004, "The Locate Request on this Person Transaction duplicates an existing Locate Request". Processing of the Add or Change Person Transaction is unaffected by the rejection of the Locate(s).
- Partial Match. If the fields noted above on the incoming Locate Request match an open Locate Request, and one or more of (but not all of) the indicated Locate sources are open, the FCR will search the Locate source(s) that are not open. Person processing is unaffected by the Locate source(s) that were not searched.
- No Match. If the values for State, SSN, Member ID, FIPS County Code, User Field, Locate Request Type, and Locate sources that are requested on the incoming Locate Request do not match an open Locate Request, processing will continue and the requested Locate sources will be searched.
3.4 Impact on States
States must adjust their State Case Registry system to recognize the new error code LE009 and the new warning code LW004, and, to recognize if a Locate Request is rejected.

PART 4.0 Data Inconsistency File (FCR 1357)
4.1 Summary of Changes
The FCR is being enhanced to produce a quarterly FCR Data Inconsistency File that contains detailed information for identified data inconsistencies.
4.2 Background
States have received statistical information in the past that indicated data quality issues. The statistical information lacked the detail that was needed by the States to identify individual participants with data problems. The new FCR Data Inconsistency File will identify the data inconsistencies at the participant level and allow the States an opportunity to make corrections, thereby improving the quality of the data on the FCR.
4.3 Description of Changes
States may choose to begin receiving this quarterly FCR Data Inconsistency File by completing a Data Transfer Request form similar to the example in the IGD Part 3, "Data Transmission Method", that will be available in early April 2002. States that do not complete the form will not receive the FCR Data Inconsistency File. This file will contain detailed information for identified data inconsistencies between Participant Type, Order Indicator, Date of Birth and Sex Code. The file will contain detailed information for active Participant Types 'CH', 'CP', 'NP' and 'PF' on IV-D cases that have a verified SSN. Participants with an FV Indicator will not be included on the file.
The following warning codes and data consistency edits will be added for the FCR Data Inconsistency File Record:
- IW001 - The Participant Type is 'PF' (Putative Father) and the Order Indicator is 'Y' (The State system has a record of the existence of a child support order that is applicable to this case).
- IW002 - The Participant Type is 'CP' (Custodial Party), 'NP' (Non-custodial Parent) or 'PF', and the participant's age is less than 11 years.
- IW003 - The Sex Code is not 'F' (Female) or 'M' (Male).
- IW004 - The Participant Type is 'PF' and the Sex Code is 'F'.
These warning codes will not be returned on any other FCR records.
Record Type 'RB' (FCR Reconciliation File Header) will be returned to the State. This record will be modified to include a Request Type Code in an area that was previously defined as filler (position 5). The Request Type Code will contain an 'I' if the header record is followed by FCR Data Inconsistency Records, and a space if it is followed by FCR Reconciliation Records. Chart A-7, "FCR Reconciliation/Data Inconsistency File Header Record, describes the information that will be included in this field. The record will be renamed FCR Reconciliation/Data Inconsistency File Header Record.
A new Record Type of 'RC' (FCR Data Inconsistency Record) is being added for the FCR Data Inconsistency File. The new record will contain the fields that failed the data inconsistency edits and the case and person information that will enable the State to match the case and person to their State Case Registry.
The Record Type 'RX' (FCR Reconciliation File Trailer Record) will be modified to include new fields that will contain the count of the number of the records that failed each of the data inconsistency edits within each of the new warning codes. If a record includes multiple warning codes, it will be counted in each of the appropriate warning code counters. The existing Person Records Returned field will contain the number of FCR Data Inconsistency File Records (Record Type 'RC') that are contained on the file.
The Record Type 'RX' will be renamed to "FCR Reconciliation/Data Inconsistency File Trailer Record".
Refer to the Section 4.5, "Inconsistency File Record Layout", for a complete description of the FCR Reconciliation/Data Inconsistency File Header Record, the FCR Data Inconsistency File Record, and the FCR Reconciliation/Data Inconsistency File Trailer Record.
4.4 Impact on States
This enhancement requires no action if a State elects not to request the quarterly FCR Data Inconsistency File.
States that elect to receive the quarterly file must adjust their State Case Registry system to recognize the new FCR Data Inconsistency File Record, the changes to the FCR Reconciliation/Data Inconsistency File Header Record and FCR Reconciliation File Trailer Record, and the new data inconsistency warning codes.
If no inconsistencies are found, the State will not receive FCR Data Inconsistency File Records. The FCR Reconciliation File Header Record will be returned followed by the FCR Reconciliation File Trailer Record. The trailer record will contain zeros in the Person Records Returned field and in the new fields that will be added for the number of data inconsistency warning codes. The Response Record Count field will contain a count of '00000000002'. The header and trailer record will be included in this count.
States should be aware that inconsistencies that were reported in a prior quarter will continue to be reported on each FCR Data Inconsistency File until they are corrected.
4.5 Response Record Layouts
Appendix A, "Response Record Layouts", provides the State with the new and revised record layouts for the FCR Data Inconsistency File modifications. Refer to Chart A-8, "FCR Data Inconsistency File Record", for the new transaction record layout.

PART 5.0 MSFIDM Closed Account Indicator (FCR 1392)
5.1 Summary of Changes
The FCR MSFIDM Response Record is being modified to include an MSFI Matched Account Status Indicator that will provide additional information about the matched account to assist caseworkers in determining the action to be taken on a case.
5.2 Background
During January 2001, at an MSFIDM Workshop held in Washington DC, the States requested that a new indicator be added to the FCR MSFIDM Response Record that describes the status of the payee's account. OCSE obtained approval from the Office of Management and Budget (OMB) to modify the Financial Data Match Specifications. OCSE conducted outreach activities with the Multistate Financial Institutions to collect the new indicator.
5.3 Description of Changes
The FCR MSFIDM Response Record (Record ID of 'MC') is being enhanced to include the MSFI Matched Account Status Indicator in an area that was previously defined as filler (position 446). The values for the indicator are:
- 0 - Matched account open at the time of the MSFI match
- 1 - Matched account closed at the time of MSFI match
- 2 - MSFI did not report the status of the Matched account
Refer to Section 5.5, "FCR MSFIDM Response Record Layout", for a complete description of the FCR MSFIDM Response Record.
5.4 Impact on States
Implementation of this enhancement requires no action on the part of the State because the MSFI Matched Account Status Indicator will be placed in an area that is currently defined as filler (position 446) and may be used or ignored by the States.
5.5 Response Record Layouts
