RE: Interstate Roster and Referral Guide State Profiles

Dear Colleague:

Enclosed is the 1996 State-At-A-Glance Profile data of the Interstate Roster and Referral Guide (IRG). This updated information is based upon information provided by the State child support agencies and has not been reviewed for compliance with Federal statutes.

This version of the Profile includes procedural changes relative to the Full Faith and Credit Act and the Uniform Interstate Family Support Act (UIFSA). The IRG Profile provides a concise overview of each State's interstate child support enforcement procedures. It is designed as a quick reference for frequently asked questions on interstate referrals. The profiles are available on diskette (Word Perfect 5.1) by contacting the Office of Child Support Enforcement (OCSE) and requesting a copy.

Another important part of the IRG is the automated address system. The system consists of a directory of all Federal, State, local, and international addresses for use in processing interstate cases. States are able to update their addresses as they change. The changes are then downloaded by OCSE Central Office staff on the fourth Wednesday of each month for States to upload to their systems.

We strongly encourage States to maintain access to the system and download the updates monthly to assure that you have current addresses from other States. States should share the monthly updates with local offices so they are abreast with these changes also. It is vital that the address and FIPS data are correct when transmitting interstate referrals. Therefore, we want each State to review their automated addresses and FIPS codes to assure that your data is accurate. States that do not have on-line access to the system should notify our office for technical assistance.

OCSE is researching other electronic methods to acquire this data so that it is promptly available and accessible by States, e.g. BBS, Internet. If you have any questions, please contact Hope Butler of my staff at (202) 401-5466.
