Dear Colleague:

Enclosed is the 3rd Quarter FY 1996 invoice for the period April 1, 1996 through June 30, 1996 for non-AFDC, locate only and parental kidnapping/child custody cases processed by the Federal Parent Locator Service (FPLS).

All States are to promptly report FPLS charges as an offset against their Federal quarterly payment on line 11, of the Financial Form (OCSE Form 131) timely and accurately.
