Intergovernmental Personnel Act Assignments (IPAs)

RE: INTERGOVERNMENTAL PERSONNEL ACT ASSIGNMENTS (IPAs)
Dear Colleague:
Since I was appointed the Deputy Director of the Federal Office of Child Support Enforcement (OCSE), I have tried to reach out to workers in State and local child support offices to bridge what sometimes seems to be a gap between what we do and what is done on the (CSE) program's front lines.
To close the gap somewhat, I am asking you to consider sending State or local CSE workers to the Washington, D.C., or any of our regional offices to work with Federal staff , under a six month or one year agreement under the Intergovernmental Personnel Act (IPA).
The IPA is a program management tool that authorizes the short-term assignments of employees between Federal and State or local governments. The IPA enhances the partnership ties extant in our program.
The IPA would give some of the "best and the brightest" the opportunity to work with the Federal staff and to gain a national picture. In turn, OCSE would greatly benefit from the knowledge base of the State or local person, and would learn more about your state's cutting-edge practices that may be replicated elsewhere.
The IPA terms are for one year, renewable upon mutual agreement. The person's current employer would continue to fund his or her salary and benefits. OCSE would provide office space and work equipment, including a computer. Unfortunately, OCSE cannot subsidize relocation and rental/mortgage expenses, but will pay for the cost of one round trip ticket.
Please consider this opportunity to spotlight one of your State's stars, providing him or her, and your state, due recognition.
