ACF/Office of Child Support Enforcement

May 23, 1996

TO ALL STATE IV-D DIRECTORS DC-96-25

RE: Sixth National Child Support Enforcement (CSE) Conference

Dear Colleague:

Enclosed is a flyer which announces the Federal Office of Child
Support Enforcement's (OCSE) Sixth National Child Support
Enforcement Conference. The conference will be held on September
16th and 17th. (It will actually kick off on Sunday, September
15th with registration and an early evening reception.)

This intensive two-day conference, to be held at the Holiday Inn
Hotel and Suites in the historic district of Alexandria, Virginia
features two tracks: one targeted for IV-D trainers and one
targeted for IV-D managers directly involved in strategic
planning. You may determine that you are the appropriate
individual, or you may decide to designate the CSE manager
responsible for strategic planning efforts.

The theme for this year's conference is: ACHIEVING SUCCESS FOR
CHILDREN AND FAMILIES: A Results-Oriented Forum for Child
Support Professionals. It emphasizes the success we can achieve
as partners through strategic planning.

Plenary sessions and roundtable discussions will provide ample
occasion for interaction and cross-fertilization of ideas. This
conference will help you implement the National Strategic Plan in
your State by preparing your staff to manage the changing demands
of the Child Support Enforcement Program.

In separate small groups for trainers and managers, faculty from
OCSE, States, and our two co-sponsors, Policy Studies Inc. and
Service Design Associates, will explore timely issues such as the
following:

     þ    strategic planning as an approach to cultural change;

þ techniques for improving bottom-line management; and

þ tools for evaluating strategic planning.

Space is limited to two persons per State. Please inform the
appropriate staff about this opportunity as soon as possible. If
you are unable to fill your slots, they will be made available to
other States.

send you registration forms and hotel brochures in the near
future.

Center at (202) 401-3443 if you have any questions or need

                                   Sincerely,

                                   David Gray Ross
                                   Deputy Director
                                   Division of Child Support
