TO ALL STATE IV-D DIRECTORS

Re: Status os the Monthly SESA Crossmatches

Dear Colleague:

This letter is to provide you an update on the status of the monthly SESA crossmatches between the Federal Parent Locator Service (FPLS) and the State Employment Security Agencies (SESA). FPLS is pleased to inform you that, even in the midst of continuing budget resolutions, we have managed to budget to continue SESA crossmatches without interruptions. We will continue to conduct one SESA crossmatch per month, for up to 250,000 cases, with all participating SESA's.

Enclosed is partial listing of the 1996 schedule for submitting cases to the FPLS for the SESA crossmatches. The tape exchange process used last Fiscal Year (FY 95') for crossmatches will remain the same for FY 96'. SESA crossmatches have continually proven to be the best source for location noncustodial parents. During this fiscal year, we processed over 4.2 million requests and had a hit rate of 68:. We anticipate increasing this hit rate as we go nationally with a new Enumeration Verification System (EVS) this year. A "Dear Colleague" letter on this new system will be available soon.

Michigan and New Hampshire remain the only States not participating in the SESA crossmatch. As a reminder, the key feature for requesting cases to go to SESA(s) is "direct" or "broadcast". The "direct" option allows the user to send a case to a specific SESAs. The "broadcast" option allows one or more cases to go to all SESAs participating in the crossmatch.

We gratefully acknowledge and appreciate the ongoing cooperation and professionalism that we have received to from each of your locate offices. If you have any questions, please call

Joan O'Connor on (202) 401-9268.

Sincerely,

David Gray Ross
