Dear Colleague:

Enclosed you will find the first edition of the National Directory of New Hires (NDNH) Guide for Data Submission. As you know, the NDNH will be implemented on

October 1, 1997. We are pleased to provide this portion of the guide to assist you in interacting with this important new system in Child Support Enforcement operations.

As required by the Paperwork Reduction Act, a notice on the proposed information collection for the National Directory of New Hires was published in the Federal Register on July 25, 1997. Therefore, all new hire reporting requirements for employers and states are subject to change during the public comment period and pending the Office of Management and Budget (OMB) approval of the information collection aspects of the federal new hire requirements. OCSE expects to receive clearance from OMB before October 1, 1997.

The implementation of the NDNH brings significant new resources to our joint efforts to strengthen child support enforcement in our nation. We encourage agencies to maximize the use of the NDNH during its first phase, as we prepare for its expansion to include the Quarterly Wage and Unemployment Insurance data.
