RE: Employer New Hire Reporting Implementation Guide
Dear Colleague:
In a continuing effort to provide information to States on developing or modifying their New Hire Reporting programs, we are pleased to enclose this document entitled, "Employer New Hire Reporting Implementation Guide."
The idea for this guide grew out of the December 1996 OCSE-sponsored New Hire conference, which many of you attended. Most of the materials in the guide are drawn directly from State experiences with New Hire reporting. We appreciate the support that we have received from States in preparing this guide and their willingness to share information and best practices with us and with other States.
The guide provides general background information on New Hire reporting as well as tips on deciding which State agency should manage the program and outreach to employers. In addition, it includes material on costs versus benefits of New Hire reporting and start-up costs. Also included is the recently released Action Transmittal AT 97-04 which contains questions and answers on New Hire reporting. We have included samples of employer outreach materials from several States, as well as a copy and an order form for a brochure that OCSE produced and the IRS mailed last December to more than six million employers. In the Appendices, you will find contact lists for each of the States as well as State contacts for the American Payroll Association.
Since this guide is meant to be a "living document," it is formatted in such a way that enables us to send you additional material in the upcoming months as it becomes available. For example, next month we plan to send you the record specifications for the National Directory of New Hires (Chapter V).
