RE:States' Implementation Status of the Uniform Interstate Family Support Act

Dear Colleague:

Enclosed is a copy of the Uniform Interstate Family Support Act (UIFSA) matrix. The matrix illustrates a national overview of all 54 states and jurisdictions legislative and implementation status for the Act. A map is enclosed also.

The Personal Responsibility and Work Opportunity Act of 1996 (Welfare Reform) states that: "In order to satisfy section 454(2) (A), on and after January 1, 1998, each State must have in effect the Uniform Interstate Family Support Act, together with any amendments officially adopted before January 1, 1998 by the National Conference on Commissioners on Uniform State Laws." States who passed legislation prior to Welfare Reform may have to amend the existing legislation due to the direct income withholding provision. To date, 38 States have adopted the Act and 35 States have started implementation.

The matrix contains basic UIFSA implementation data of interest to States. This information includes States' enacted date, implementation date, state contact/number, code cited, adopted verbatim, etc. Other matrixes are available from OCSE which denotes the enacted States ONLY listed by effective date, enacted States listed alphabetically, and non-UIFSA States ONLY implementation plans. Please contact OCSE to request a copy.

In response to staff requests, the Interstate Central Registry contact person is listed with the UIFSA contact. This added resource person will be beneficial when inquiries are made and the UIFSA person is not available. Thanks to all who provided information to ensure that the most current information is distributed. We encourage States who have NOT introduced or enacted legislation to keep us abreast as changes occur.
