Who May Apply (specifically): States and partnerships, as defined, may apply. For state grants, only the following states remain eligible for this one-time award: Alaska, Delaware, Hawaii, Montana, New York, the Commonwealth of Northern Mariana Islands, and the U.S. Virgin Islands. Partnerships are composed of, at a minimum, an institution of higher education with a high-performing teacher preparation program, a college of arts and sciences, and a high-need local education agency.
