Dear Colleague:

This memorandum transmits to you the executive summary of the Final Report on State Financing of Child Support Enforcement Programs prepared under Federal contract with the Lewin Group.

This fact finding study was prepared as part of OCSE's financing consultations with program partners and stakeholders. The preliminary report was transmitted by DCL-98-127 dated December 9, 1998. The preliminary report was also provided at a financing consultation held on November 23, 1998. We greatly appreciate any information provided by you or your staff to the Lewin Group in the preparation of this valuable report.
