TO ALL STATE IV-D DIRECTORS

RE: Identifying Single State Financial Institutions

Dear Colleague:

In a recent Dear Colleague Letter (DCL-98-120, dated November 16, 1998), the Federal Office of Child Support Enforcement provided states with lists of multi-state banks, savings and loans, thrifts and credit unions doing business in your state. The DCL also identified all securities companies. Multi-state institutions may elect to conduct the automated data match process, as required by the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, through the Federal Parent Locator Service (FPLS). Each state is responsible for identifying the single-state banks, savings and loans, thrifts, credit unions, and securities companies and is responsible for conducting the data match with them. This letter informs states of resources available for identifying the single-state financial institutions operating within their state.

We encourage you to work with the relevant trade associations and state regulatory departments to request their assistance in identifying single-state financial institutions. These entities include the state bankers146 association, community bankers146 association, credit union affiliate, state department/commission of banking and finance, state department of business regulations, and state commissioner of insurance. These entities which maintain lists of financial institutions as part of their normal operations, may also be helpful in providing mailing labels, disseminating information to member institutions, assisting in selection of institutions for pilots, and assisting in the overall development process and policy setting for the program.

You may also want to use the internet for identifying single state institutions. Access the Federal Deposit Insurance Corporation website at www.fdic.gov to identify banks, savings and loans, and thrifts.

 Access the National Credit Union Administration website to identify credit unions at www.ncua.gov.

Deleting the DCL-98-120 names of multi-state institutions, from the website list of all institutions operating within your state, will result in a list of single-state institutions only.
