The Department of Defense (DoD) Business Transformation Agency’s (BTA’s) training initiative creates an e-learning environment that supports both managers and subject matter experts who work with DoD transformation and modernization programs.  It serves to advance understanding of BTA’s programs through one-stop access to high quality e-learning products, tools, and resources.  The BTA’s e-learning initiative currently offers the Architecture Compliance and Requirements Traceability (ACART™) v3.0 e-learning tutorial, and will soon feature additional training resources on various subjects, including the Business Enterprise Architecture (BEA), the Standard Financial Information Structure (SFIS), and the Defense Logistics Management System (DLMS).

BTA’s E-learning resources allow users to access learning opportunities that span systems, content, and performance support tools on BTA products and initiatives. BTA e-learning resources aim to:

  • Improve accessibility at a time, place, and pace most suited for users;
  • Enhance learning effectiveness through integrated practice scenarios and assessments;
  • Improve user performance to become productive more quickly;
  • Leverage the use of hyperlinks, exercises, peer comments, and feedback for efficient learning; and
  • Facilitate an effective learning experience by providing incremental delivery of content.

The ACART™ tutorial is designed for managers and subject matter experts who work with DoD modernization programs and is intended for users familiar with the DoD Architecture Framework.  It covers basic registration logistics, navigation features, the assessment process to determine system compliance, and reporting features.  The ACART™ tutorial facilitates the understanding of ACART, which is an automated tool for assessing systems compliance against the data standards, business rules, laws, regulations, and policies defined in the DoD's BEA.  The BEA contains requirements that a program must adhere to in order to comply with the Department of Defense’s business transformation efforts.

The ACART™ on-line help module offers "just-in-time" access to information about the ACART™ tool and  help on navigating through system assessments. It contains a searchable database, a glossary of business transformation related terms, user instructions, and other references.

The ACART™ version 4 User Guide provides additional help in navigating through BEA 5.0 compliance assessments.

The SFIS tutorial provides an overview of SFIS, the common business language that supports information and data requirements for budgeting, financial accounting, cost and performance management, and external reporting across the DoD enterprise.  This e-course reviews challenges addressed by the SFIS, identifies authoritative guidance, and illustrates the relationship between the SFIS and the DoD’s BEA.  It also defines the SFIS components and identifies related SFIS data elements that may be required at each step in the Budgeting and Accounting Transaction Life Cycle.

The Enterprise Transition Plan tutorial is designed for anyone who wishes to better understand this “roadmap” through the Business Enterprise Architecture. It describes the Enterprise Transition Plan (ETP) and discusses the three main reasons for its development. It displays examples of the products that are included in the document and where they can be found. The lesson also discusses how the ETP supports tiered accountability as well as how it relates to the Business Enterprise Architecture (BEA).

The Business Enterprise Architecture (BEA) tutorial is designed for anyone who wishes to better understand what enterprise architecture is and how the Department of Defense uses it to describes the structure of the organization’s processes, systems, personnel, strategy, and core goals.  This lesson will discuss why it has become necessary for the DoD to develop such an architecture and what that architecture is composed of.  It will illustrate the various architecture framework views and explain what those views support. The learner will also be shown the BEA development strategy along with the governance structure and BEA partners and drivers that are critical components of the development process.  The lesson also discusses where the BEA exists within the larger DoD Architecture Federation.  The lesson concludes with some examples of how the BEA has been successfully used by various business transformation efforts.

The Enterprise Resource Planning Systems tutorial illustrates what ERP can do for the Department of Defense’s business processes. For maximum educational benefit, a basic understanding of federal acquisition processes is recommended. Learning objectives include: Understand the definition and scope of ERP systems; recognize the importance of ERP implementation and illustrate business process flows within an ERP. In this lesson, the learner will have an opportunity to engage in a demonstration of the Procure to Pay process using a simulated Oracle application. This lesson is relevant to all Department of Defense Services and Components.
