Re: Announcement of Section 1115 Demonstration Grant Applications

Dear Colleague:

The Office of Child Support Enforcement (OCSE) is pleased to announce a request for applications from State Child Support Enforcement Agencies applying for funding of demonstration projects authorized under Title IV-D and section 1115 of the Social Security Act (the Act).

SUMMARY: OCSE invites applications from State Title IV-D agencies for fiscal year 2003 funding of demonstration activities intended to add to the knowledge and to promote the objectives of the Child Support Enforcement Program under section 1115 and Title IV-D. This announcement contains the FY 2003 priority areas for funding, together with the forms and instructions for submitting an application. Throughout the priorities, we encourage the use of faith and community-based organizations as collaborators with the States in the proposed projects, as appropriate.

The Catalogue of Federal Domestic Assistance (CFDA) number for the program in this announcement is 93.564.

This announcement reflects a request for demonstration and pilot projects in the following five priority areas:

Priority Area 1 - Projects which demonstrate improved services to low-income non-custodial parents, resulting in fewer default cases, more orders that are better related to ability to pay, and fewer or lower arrearages. Projects may address better management of order establishment at the "front end" and/or debt leveraging arrears management, even if owed to the family, in order to achieve reliable current payments;

Priority Area 2 - Demonstrations that show enhanced and innovative interactions between the child support program and the TANF program in which each agency responds to the other's needs. Results may include increased collections, increased TANF case closures, etc.;

Priority Area 3 - Demonstrations in which States provide innovative means of establishing health coverage for children for whom child support orders exist or are being sought;

Priority Area 4 - Projects which demonstrate improved partnerships between the child support enforcement office and workforce investment and other Department of Labor and/or TANF work programs. Involvement of faith and community-based service providers is particularly welcomed; and,

Priority Area 5- Projects that further the national goals of the Child Support Program.

DATES: The closing date for submitting applications is June 30, 2003. Mailed applications received after the closing date will be classified as late. See Part III of this announcement for more information on submitting applications. We recommend the use of an overnight service, since our regular mail is delayed because it is irradiated before it reaches us. ACF shall notify each applicant submitting a timely application. ACF shall also notify each late applicant that its application will not be considered in the current competition.
