Summary: This 2003-2004 plan by the South Carolina Department of Social Services will serve as an evolving tool for managers to establish and communicate key performance goals, to highlight some of the methods for achieving those goals, and to measure improvement. The plan is intended to ensure the safety and health of children and adults who cannot protect themselves, and to assist those in need of food assistance and temporary financial assistance while transitioning into employment. Federal outcomes are mandated in three general areas: Safety, Permanency, and Well-Being. Children’s health and safety will be protected in child care settings to include the improvement of the quality of child care facilities.
