'No Child' in the Crosshairs (HTML)

Summary: This article argues that Congress should be debating how, not whether, to continue the No Child Left Behind Act. The law’s original goal of 100 percent proficiency by 2014 may be unrealistic. Goals should be adjusted, but not abolished. It is hoped that States will be encouraged to raise their standards with the trade-off of getting more time to reach more realistic goals of proficiency. Schools that are failing need help in the form of guidance and resources, rather than just sanctions, if they are to improve. A report by outside experts shows that students nationwide are doing better on math and reading tests, and the achievement gap is narrowing.
