The Federal Library and Information Center Committee (FLICC) fosters excellence in federal library and information services through interagency cooperation and provides guidance and direction for the Federal Library and Information Network (FEDLINK).

Created in 1965 by the Library of Congress and the Bureau of the Budget, FLICC makes federal library and information center resources more effective through professional development, promotion of library and information services, and coordination of available resources. The committee is comprised of library leaders from all three branches of the federal government. FLICC is also responsible for making recommendations on federal library and information policies, programs, and procedures to federal agencies and to others concerned with libraries and information centers.

Eligibility
The recipient must be a federal library or information center. (Note: Award recipients from 2004, 2005 and 2006 are not eligible.)

Nomination Packet
Must be prepared by the staff or management of the library or information center, by a manager above the library, or by a customer/client. (Nominator must be a federal employee.)

  1. Mission support: the extent to which the library/information center assisted in fulfilling its legislative mandate or its organization's mission during Fiscal Year 2007. (Include brief statements of both the agency and the library/information center missions.)
  2. Creativity/Innovation in services for Fiscal Year 2007: such as bringing new services to users, or marketing existing services in an exceptional manner.
  3. Customer satisfaction: the extent to which the library/information center met the needs of its defined user group(s)in Fiscal Year 2007.
  4. For each area, include suporting, quantifiable data such as statistics, cost savings to the institution, program changes, projects completed, etc.

Selection Process
The FLICC Awards Working Group will receive and screen applications and submit a list of finalists to the FLICC Executive Board. The FLICC Executive Board will make the final selection and announce at the FLICC Forum in September 2008.


Federal Librarian of the Year

Purpose
To recognize and commend active and innovative leadership and professionalism in the promotion and development of library and information services during Fiscal Year 2007 by a federal librarian or information professional.

Description
The award consists of a plaque and a certificate for the individual. FLICC will also cover the cost of travel for the recipient and his/her supervisor to attend the annual FLICC Forum held at the Library of Congress in Washington D.C., where the award will be presented. A separate plaque, which recognizes each year's recipients, will be displayed at the FLICC offices at the Library of Congress.

Eligibility
The recipient must be a federal employee and a practicing librarian or information professional in a federal library or information center. (Note: This is not intended to be a valedictory award. Award recipients from 2004, 2005 and 2006 are not eligible.)

Nomination packet
Must be prepared by the nominee or nominator; nominator must be a federal employee.
  1. Active and innovative leadership during Fiscal Year 2007 in the advancement of library and information services. (20 Points)
  2. Promotion and development of library and information services in support of the organization's mission in Fiscal Year 2007. Include brief statements of both agency and library missions, size and budget of library or information center, and size and identity of user population served. (20 Points)
  3. Demonstration in Fiscal Year 2007of exceptional professional competency in three of the professional Competencies for Special Librarians of the 21st Century, cited in a document prepared by the Special Libraries Association (June 2003) (http://www.sla.org/content/learn/comp2003/index.cfm). Clearly state selected competencies and address each on a separate sheet. (60 Points).

Federal Library Technician of the Year
Purpose
To recognize and commend exceptional technical competency and flexibility under changing work conditions during Fiscal Year 2007 by a federal library technician.

The award consists of a plaque and a certificate for the individual. FLICC will cover the cost of travel for the recipient and his/her supervisor to attend the annual FLICC Forum held at the Library of Congress in Washington, D.C., where the award will be presented. A separate plaque, which recognizes each year's recipients, will be displayed at the FLICC Offices at the Library of Congress.

Eligibility
The recipient must be a federal employee and a practicing paraprofessional/library technician in a federal library or information center; federal staff classified in professional series are not eligible for this award, but may be eligible for nomination as Federal Librarian of the Year. (Note: This is not intended to be a valedictory award. Award recipients from 2004, 2005 and 2006 are not eligible.)
