RE: Annual Certification Letter for Offset Cases

Dear Colleague:

As you know, States are required to submit an annual Certification letter for cases on the Federal Offset file. We revised the Certification letter this year to reflect the changes in the process from an annual to continuous submission. Also, while the certification remains very similar to those used in prior years, we added some information that will allow us to keep a record of your State selections for hold periods and pre-offset notices. Please submit the Certification letter no later than September 30, 2000.
