RE: Letter from the U.S. Department of Labor to all State Employment Security Agencies

Dear Colleague:

Enclosed for your information is a copy of the Unemployment Insurance Program Letter (UIPL) No. 27-00, that the U.S. Department of Labor (DOL) recently sent to all State Employment Security Agencies (SESAs) regarding employer addresses on Quarterly Wage and New Hire reports. You may receive a call from your SESA regarding this subject.

In the letter, the DOL explains the "employer address" problem and encourages the SESAs to work with their respective child support enforcement agencies to find a solution to this problem. In brief, the letter describes the "employer address" problem as follows:

"In some cases, the [employer's] address is that of [an unemployment insurance] claims administrator or agent, rather than the business address of the employer. If the agent receives an employment verification or income withholding request from a Child Support Enforcement (CSE) agency and forwards it to the employer, then efforts to locate the non-custodial parent for child support purposes are delayed. If the agent simply returns the request to the CSE agency, efforts are thwarted."

We are sending you this letter to let you know of our efforts to improve the quality of the data in the National Directory of New Hires. As you know, faulty data negatively affects the ability to get income withholding orders implemented on a timely basis and reduces overall child support collections.
