RE: Military Liaison Officer

Dear Colleague:

I am pleased to announce that Marilyn A. Michaels has recently joined the Office of Child Support Enforcement (OCSE) as our Military Liaison Officer. Lieutenant Colonel Michaels, USAF (Ret.) is on an assignment under the Intergovernmental Personnel Act arranged by the State of Hawaii. She will be working with the Special Initiatives Branch in the Division of State and Local Assistance. Her primary responsibilities are to engender cooperation among the military and in the Department of Defense for child support enforcement and to market child support enforcement to military personnel. She will coordinate and provide direction and guidance to our regional, state and local partners to resolve the issues between the U.S. military personnel and child support enforcement.

Ms. Michaels comes to us with a military background. She spent over 20 years in the Air Force and reached the rank of lieutenant colonel. She served as a judge advocate. Her military duties included providing legal assistance to eligible beneficiaries; adjudicating tort claims; prosecuting and defending criminal cases at both the trial and appellate levels; and most recently, representing the government on labor and employee relations issues. She also taught in the Department of Law at the U.S. Air Force Academy, and spent 4 months in Turkey in support of Operation Northern Watch.

Ms. Michaels was born and raised in Seattle, Washington and is a graduate of the University of Washington. She has her J.D. from McGeorge School of Law, University of the Pacific in Sacramento, California. She received her LL.M (Master of laws degree) in labor and employment law at Georgetown University Law Center in Washington, DC. Her final military assignment was at Hickam AFB, Hawaii, and she now calls Honolulu her home.

I look forward to her active and innovative leadership in this position. Ms. Michaels will be located in the Hawaii IV-D Office at Kapolei, Hawaii. She can be reached at (808) 692-7139; mmichaels@acf.hhs.gov; or 601 Kamokila Blvd., Suite 207, Kapolei, HI 96707. If you have questions, please contact Ms. Michaels directly or you may contact Dail Moore at (202) 401-3438.

Sincerely,

David Gray Ross
Commissioner
Office of Child Support Enforcement
