RE: Training of Trainers Course

Dear Colleague:

I am pleased to announce that the Federal Office of Child Support Enforcement's (OCSE) National Training Center will conduct a Training of Trainers (TOT) course. The course will be conducted at the Alexandria Suites Hotel in Alexandria,Virginia. The training dates are April 3-7, 2000. (Please note that the training starts on Monday afternoon and ends at noon on Friday. (See the enclosed agenda for more details.)

The TOT course is built around the 5-D Training Process, a systematic approach for assessing training needs and for designing, developing, delivering, and evaluating training. Topic areas used to illustrate the 5-D Process include the Uniform Interstate Family Support Act (UIFSA), in-hospital paternity establishment, and welfare reform (PRWORA) provisions.

The 5-D Process can be applied to adapt generic pre-packaged training to child support enforcement (CSE) specific needs; to adapt CSE packages developed at the Federal level to meet needs specific to State programs or local offices; and to design customized in-house training.

TOT training is designed for persons who are responsible for all or most of the following activities:

n conducting training needs assessments and synthesizing the information for purposes of designed course specifications;

n setting instructional goals and objectives;

n selecting instructional strategies and methods;

n designing and producing specific instructional activities and materials;

n conducting multiple course deliveries; and

n evaluating training.

The intent is to help State CSE agencies improve their training capabilities in accordance with individual needs. Additional benefits can accrue as a result of TOT training. For example, by sharing training capabilities across local agencies, organizations throughout the CSE Program can increase their ability to design effective job-oriented training that can measurably improve employee performance.

The intensive nature of the TOT curriculum is such that we must limit enrollment to no more than 25 participants. Acceptance, as in the past, will be on a "first-come, first served" basis, so I urge you to review your needs and respond as quickly as possible. A Participant Registration Profile and agenda are enclosed for your convenience. Please remind staff who plan to attend the training to complete the profile and return it to Mae Frances Rowlett at the Region VI office (via FAX or mail) no later than March 10, 2000. Confirmed participants will receive confirmation within two weeks of receipt of their profile.

Participants must make their own travel arrangements. Information regarding area hotels is enclosed. While there is no charge for this course, travel and related expenses must be borne by participants' CSE agencies. These expenses, of course, are eligible for Federal financial participation at the regular 66 percent matching rate.
