RE: Re-certification of Passport Cases

Dear Colleague:

Enclosed please find a list of cases that were forwarded to the Department of State (DOS) on January 5, 2000 for re-certification. The Federal Office of Child Support Enforcement (OCSE) had deleted these cases from the Passport Denial Program prior to July 19, 1999, because they fell below the $5,000.00 threshold due to an offset or modification of arrearages submitted by the State. Any case the State deleted or that was closed due to a zero balance was not forwarded for re-certification. Please review the enclosed list to ensure that you still want passports denied on the obligors listed. If you want to remove any of these cases from DOS, appropriate exclusion indictors must be submitted on your Case Submission and Update File.

DOS has strict rules for expediting the withdrawal of a passport denial (see DC-99-41). Currently, the normal timeframe for processing a withdrawal is about five days from the time OCSE is notified. The only exceptions include life or death situations or the erroneous submittal of an individual, i.e., the denial of an individual that has never owed child support. This does not include an individual that owed child support at the time of submittal/denial and has since made payment.
