RE: Federal Offset Program Fees

Dear Colleague:

The Department of Treasury's Financial Management Service (FMS) has provided the Federal Office of Child Support Enforcement (OCSE) with the offset fees for Processing Year 2002. The fee for Federal income tax refund offsets processed January 1, 2002 through December 31, 2002 will be $11.65 per offset. The fee for administrative offsets processed January 1, 2002 through December 31, 2002 will be $13.20 per offset. This represents an increase of $1.45 for both tax refund and administrative offsets and is due to an overall increase in processing costs.

In addition, if OCSE issues your pre-offset notices, the fee will be $ 0.50 per notice for Fiscal Year 2002 (October 1, 2001 to September 30, 2002). This covers the cost of the envelopes, as well as the printing, stuffing and mailing of the notices. This represents an increase of $0.02 per notice and is due to an increase in overhead and an expected increase in postage.
