*To avoid continual revisions to past Fiscal Year
(FY) expenditure reports, States may no longer submit revisions to prior
FY Reports. Instead, States must reflect any prior period changes in the
most recent quarter for which they are reporting. As a result, current reporting
may reflect adjustments for prior years that may appear as “negative
expenditures” in the current year. If negative adjustments exceed
current spending, a State may show negative expenditures for an expenditure
category, and could show assistance or nonassistance expenditure amounts
that exceed total expenditures. This approach to reporting was adopted so
that a final expenditure total could be derived once a FY has been completed.
Otherwise, expenditure totals would be subject to change and no final total
could be derived. The financial data posted here is considered to be final.
