The New Jersey Department of Human Services (State) appealed a
disallowance of $343,293 in federal financial participation (FFP) made
by the Health Care Financing Administration.The State asserted in its
notice of appeal that the appeal involved the same issues as were
previously considered by the Board in New Jersey Department of Human
Services, Decision No. 513, April 18, 1984. The State agreed that this
appeal would be governed by Decision No. 513, on the administrative
level. Both parties have agreed to have the Board immediately proceed
to decision, incorporating both parties' prior arguments into the record
in this appeal.

In summary, in Decision No. 513, the Board upheld the disallowance of
FFP in (1) costs of inpatient hospital services provided to individuals
age 65 and older in Greystone Park Psychiatric Center (Greystone Park),
an institution for mental diseases, from June 20, 1981 through January
10, 1982; and (2) costs of inpatient psychiatric services at Greystone
Park provided to individuals under age 21 from April 25, 1981 through
June 26, 1981. The claims involved in the current appeal cover the same
time periods and the same types of services in the same institution.

For the reasons discussed in Decision No. 513, we uphold the entire
disallowance in this appeal.
