SUBJECT: Revision to the Title IV-D State Plan Preprint; Submission of State Plan Page to Indicate Compliance with Federal Requirements on Statewide Automated Data Processing and Information Retrieval System

BACKGROUND: Section 344 of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, P.L. 104-193, amended sections 454(16) and 454(24) of the Social Security Act (the Act) and added section 454A to the Act to require each State to have in effect by October 1, 2000 an approved Statewide operational automated data processing and information retrieval system that meets the child support State system requirements set forth in those sections of the Act.

ATTACHMENT: Attached is a new State plan preprint page which reflects changes made to the State plan provisions of title IV-D of the Act by section 344 of P.L. 104-193 of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. The new page on Statewide automated data processing and information retrieval system must be submitted no later than December 31, 2000.

The attachment consists of:

Section 3.8, Computerized Support Enforcement Systems. This section has been amended by adding page 3.8-3 to reflect the requirement to have an approved Statewide automated data processing and information retrieval system in effect by October 1, 2000, including changes made by P.L. 104-193 regarding sections 454(16), 454(24)(B) and 454A of the Act.

APPROVAL OF STATE PLAN

States must submit page 3.8-3, Statewide Automated Data Processing and Information Retrieval System, no later than December 31, 2000, along with a completed transmittal notice form (OCSE-21-U4) to the appropriate ACF Regional Administrator attesting to compliance with the requirements set forth on the page.
