TO: STATE AGENCIES ADMINISTERING CHILD SUPPORT ENFORCEMENT PLANS APPROVED UNDER TITLE IV D OF THE SOCIAL SECURITY ACT AND OTHER INTERESTED INDIVIDUALS

SUBJECT: Introduction of Schedule UDC,a financial reporting form for Itemized Undistributed Collections.

BACKGROUND: 

Each State is required to submit quarterly reports on Form OCSE-34A, detailing the amount of child support collections that were received and distributed and disbursed during the quarter. The report also includes the amount of child support collections that remain undistributed at the end of the quarter.

States have contended that reporting undistributed collections as a single, aggregate amount does not allow them to differentiate and highlight the various activities and requirements that produce an undistributed collection.  Schedule UDC was created to enable States to itemize and differentiate the individual components of their UDC balances. This reporting form was developed by OCSE in close cooperation with State IV-D Directors and staff from State IV-D agencies.

SUBMITTAL SCHEDULE:  Schedule UDC is due quarterly, within 30 days of the end of each fiscal quarter (i.e., by Jan 31, April 30, July 31 and Oct 31), as an attachment to Form OCSE-34A

RELATED MATERIAL: Action Transmittal OCSE-AT-03-04, dated September 26, 2003, “Implementation of Revised Financial Reporting Forms: Form OCSE-396A and Form OCSE-34A.”

EFFECTIVE DATE: The use of Schedule UDC is required beginning with fiscal year 2005. The first submission for the 1st quarter of FY 2005 is due no later than January 31, 2005 to report the undistributed collection balance as of December 31, 2004.
