TO: State Agencies Administering Child Support Enforcement Plans under Title IV-D of the Social Security Act and Other Interested Individuals
SUBJECT: Distribution of Federally Approved Interstate Child Support Enforcement Forms: Administrative Subpoena and Notice of Lien
BACKGROUND: : Section 454(9)(E) of the Social Security Act requires the Federal Office of Child Support Enforcement (OCSE) to promulgate administrative subpoena and notice of lien forms for use in interstate child support enforcement cases. OCSE developed the forms which were effective October 28, 1997. The last revised forms were published in 2001 and DCL-04-07, dated February 26, 2004, provided information as to how the CSE community could provide comments to the Office of Management and Budget regarding newly proposed revisions. OCSE received a few suggestions for clarifying language that were incorporated in the forms.

REFERENCES: 42 U.S.C. 652(a)(11), 42 U.S.C. 654(9)(E), and 42 U.S.C. 666(a)(4).
EFFECTIVE DATE: These revised forms are effective January 31, 2005. Changes to state systems will be required. Please continue to honor previous forms until states are able to implement the revised ones. We will make these forms available at our web site in the near future
