FRANKFORT, Ky. -- A state/federal disaster recovery center will be opened in Vanceburg Friday, March 10, to further serve the recovery needs of flooding victims in northeastern Kentucky. It will operate 8 a.m. to 6 p.m. Friday through Wednesday, March 15.
The center will be staffed with representatives of federal, state and voluntary agencies who can answer questions about assistance available to affected individuals and businesses. The center will be at:

A number of federal, state and voluntary agency programs are available for homeowners, renters and business owners in Bath, Boyd, Carter, Fleming, Greenup, Lewis, Mason, Nicholas, Robertson and Rowan counties.
Deputy State Coordinating Officer Cash Centers emphasized that now is the time to learn about the programs and begin the process of recovering from this disaster. The center will be open to everyone. To be eligible for federal disaster assistance, however, individuals must reside in or operate businesses in a declared county.
W.R. Padgett, director of the state's Division of Emergency Management, said storm victims need to call the toll-free registration lines (1-800-462-9029, or TTY 1-800-462-7585 for those with speech or hearing impairments) before going to the disaster recovery center.
Assistance available to eligible applicants includes:
- Disaster housing assistance for individuals and families whose homes were destroyed or made unlivable as a result of the disaster, including grants for repairs necessary to make a home safe and habitable or for temporary lodging for those displaced from their homes.
- Low-interest loans from the U.S. Small Business Administration (SBA) for homeowners, renters or businesses to repair or replace damaged property and personal belongings. The rates are 3.812 percent for individuals and 4.0 percent for businesses.
- Grants through the state-administered Individual and Family Grant program for people who have serious immediate needs resulting from the disaster that are not met by loans or other sources.
- Technical advice on how to minimize losses in future disasters.
