Summary: This guide is intended to help parents learn about where to find help for their infants, toddlers, and preschoolers with disabilities. It will also help parents find professionals and other families who can provide support. Early intervention services are designed to identify and meet children’s needs in five developmental areas: (1) physical development, (2) cognitive development, (3) communication, (4) social or emotional development, and (5) adaptive development. The services are made available through the Individuals with Disabilities Education Act (IDEA). Special education is instruction that is designed to address the educational needs of children with disabilities, or a child experiencing developmental delays. Special education is provided free of charge through the public school system.
