Summary: This document describes Good Start, Grow Smart, President Bush’s plan to help States and local communities strengthen early learning. Early childhood is a critical time for children to develop the physical, emotional, social, and cognitive skills they need for the rest of their lives. President Bush believes that all children must begin school with an equal change at achievement so that no child is left behind. The Good Start, Grow Smart initiative addresses three major areas: (1) strengthening Head Start; (2) partnering with States to improve early childhood education; and (3) providing information to teachers, caregivers, and parents. A summary of initiatives is included for each of these areas.
