Making Pre-kindergarten Work for Low-income Working Families (PDF)
By Danielle Ewen, Katie Hamm, Rachel Schumacher
Policy Paper, Child Care and Early Education Series, 1; June 2007

Summary: This paper reviews State policies on prekindergarten. Twenty-nine States allowed mixed delivery in their prekindergarten programs as of 2004. Policy-makers need to review their prekindergarten initiatives to ensure maximum access for children in working families, especially low-income children. There are three reasons why State policy-makers need to focus on vulnerable children and their low-income working parents as they design prekindergarten programs: (1) low-income children need and benefit the most from high-quality programs; (2) low-income parents need access to reliable early care and education programs to help maintain employment; and (3) current investments and programs are not sufficient to ensure access to stable, high-quality early care and education for low-income children. Some of the models are described that States and localities are using to be responsive to low-income working families’ needs by delivering prekindergarten in community-based settings. Key strategies are highlighted that address the needs of low-income working families. Federal and State funding for child care subsidy programs should be greatly increased.
