Implementation of RSM Philosophy in DMMP Process

The DMMP development process focuses on placement of dredged sediment, possible methods of reducing upstream sediment sources, and dredging options. It attempts to find the best solution for dredged sediment management on a project scale. However, it is important to realize that these project-based decisions will have regional effects. RSM addresses sediment management on a regional scale, finding the best solution for the region. Implementation of the RSM philosophy into the DMMP process expands the focus from merely addressing dredging issues at a harbor to understanding the effects sediment management (e.g. dredging) can have on the regional system, and most immediately, the adjacent shoreline.

A number of workshops were organized with federal, state, and local interest groups to define the regional concerns that are pertinent to Michigan City and the Indiana shoreline. Some of the concerns identified were:

  • Sediment availability for nearshore placement.
  • Reduction of dune and bluff erosion west of Michigan City harbor.
  • Reduction of harbor maintenance costs.
  • Reduction of beach nourishment project costs at Mount Baldy.
  • Protection of wetlands near Mount Baldy.
  • Protection of east revetment from wave attack.
  • Reduction of shoaling in the marina east of Michigan City harbor.
  • Reduction of beach maintenance costs.

By opening up discussions with stakeholders, various regional issues were defined for further reviewed.

  • Issue 1: Maintenance of the East Accretion Fillet.
  • Issue 2: Removal of the West Accretion Fillet.
  • Issue 3: Nourishment Program West of Michigan City.
  • Issue 4: Adverse Effects to Beaches East of Michigan City.
