Summary: This document provides an overview of system planning efforts for early care and education. The National Infant and Toddler Child Care Initiative is a key birth to three planning initiative. Descriptions are provided for several birth to five planning initiatives: (1) Build Initiative, (2) State Early Childhood Comprehensive Systems Grants, and (3) Smart Start National Technical Assistance Center. The following organizations have encouraged system-planning initiatives: (1) National Governors Association, (2) National Conference of State Legislatures, (3) National Association of Counties, and (4) National League of Cities.
