John Norton Moore, the Walter L. Brown Professor of Law at the
University of Virginia, discussed his new book, "Solving the War Puzzle:
Beyond the Democratic Peace" (2004) at the Library of Congress
on July 30, 2004.
Moore is the director of the University of Virginia Law School’s
Center for National Security Law and its Center for Oceans Law and
Policy; and from 1968 to 1993, he directed its graduate law program.
Viewed by many as the founder of the field of national security law,
Moore chaired the American Bar Association ’s prestigious Standing
Committee on Law and National Security for four terms.
"Solving the War Puzzle" has been widely praised. Former
Secretary of the Navy John F. Lehman called it "that rare national
security policy book; an insightful examination of the theory and causes
of war grounded in rigorous scholarship but tempered by the author’s
real world experience of statecraft.
