TO:  State Agencies Administering Child Support Enforcement Plans under Title IV-D of the Social Security Act and Other Interested Parties

SUBJECT: Forms, Policy, and Other Documents for Working Cases with Reciprocating Canadian Jurisdictions.

Attachment: Attached is an additional appendix to “A Caseworker’s Guide to Processing Cases with Foreign Reciprocating Countries” (IM-03-07) regarding the forms and procedures that should be used for various service requests sent to and from foreign reciprocating country (FRC) Canadian provinces and territories. OCSE’s “A Caseworker’s Guide to Processing Cases with Foreign Reciprocating Countries” (“Guide,” which is available on the Office of Child Support Enforcement’s (OCSE) website: http://www.acf.hhs.gov/programs/cse/pol/IM/im-03-07.htm.) is a reference tool which provides basic information to child support workers and others on how to obtain service cooperation with foreign jurisdictions that have been declared to be FRCs pursuant to 42 U.S.C. 659A.

This additional appendix to the Guide contains lettered subsections for each FRC Canadian province and territory with information regarding contacts, forms, policy, and links to Canadian provincial websites where additional child support enforcement information may be found.

The second installment of this Guide focuses on the nine reciprocating Canadian provinces and territories: Alberta, British Columbia, Manitoba, New Brunswick, Newfoundland/Labrador, Northwest Territories, Nova Scotia, Nunavut and Ontario. Negotiations towards conclusion of FRC agreements with Prince Edward Island, Saskatchewan, Quebec, and Yukon Territory are proceeding. Guide information will be revised and expanded as additional Canadian jurisdictions become FRCs and based upon other continuing improvements in cooperation under development between the United States and Canada. Copies of U.S. reciprocity agreements with individual Canadian jurisdictions are included on this installment of the Guide which will be available on the OCSE website’s international resources page.

INQUIRIES: Questions about this Canadian appendix, appendices regarding other FRCs and the Guide generally should be directed to your OCSE Regional Office.
