The boundaries of the Philadelphia District encompass the following:
- The 15,000-square-mile Delaware River Basin, which includes the Schuylkill, Lackawaxen and Lehigh (Pa.), Neversink, Cooper and Assumpink (N.J.), and Brandywine and Christina (Del.) subbasins.
- The Atlantic coastlines of New Jersey (from Manasquan Inlet south) and Delaware.
- The Delaware River Ports complex stretching from Philadelphia and Camden, N.J., to Wilmington, Del.
- Two state capitals (Trenton, N.J., and Dover, Del.), and the metropolitan areas of Reading and Allentown, Bethlehem and Easton, Pa.
- More than nine million people in New York, Pennsylvania, New Jersey, Delaware and Maryland.
