There's little  reason to assume that they aren't!

Broadcasters and audio producers have always needed to clear the rights to
use any material. Artists, composers, music publishers and record labels
grant permission to worthy projects all the time. I've mastered some
absolutely amazing charity compilations of major label recordings where
everything was donated.

All you need to do is ask!
