We are delighted to provide you with the first working draft of the Public Health Workbook to Define, Locate and Reach Special, Vulnerable and At-Risk Populations in an Emergency.
This document was released for field testing between February and October 2006. Feedback from the field testing is now being incorporated into The Workbook, and we will post the revised Draft (Version One) document here as soon as it is available (anticipate early 2007). The Workbook Draft (Version One) will be submitted for CDC clearance, and once cleared, this page will be linked from the CDC Emergency Preparedness site.
What is the Workbook?
The Workbook provides a process that can support state, local, and tribal planners as they advance in their efforts to reach all populations—and specifically, special populations—in day-today communication and during crisis or emergency situations.
The Workbook is divided into three primary sections, each representing a major stage in the process of communicating with special populations, and provides a baseline of research plus selected resources that should substantially reduce the work required of health departments to begin this process.
The Workbook does NOT:
- Attempt to define special, vulnerable or at-risk populations for your jurisdiction. It does, however, provide examples and ideas that can help you recognize populations in your community that you may need to reach.
- Attempt to describe preparedness or emergency activities or communications targeted to the populations that you identify by following the steps in this Workbook. It simply outlines a possible systematic process to define, locate and reach out to these populations.
