COPYRIGHT OFFICE ANNOUNCES INTERIM REGULATIONS SPECIFYING NOTICE AND
RECORDKEEPING REQUIREMENTS FOR MAKING AND DISTRIBUTING PHONORECORDS
(64 FR 41286)
The Copyright Office announces interim regulations that specify
notice and recordkeeping requirements associated with the making of
digital phonorecord deliveries. The Digital Performance Right in
Sound
Recordings Act of 1995 requires the Librarian of Congress to
establish
these regulations to ensure proper payment to copyright owners for
the
use of their works.
COPYRIGHT OFFICE DIRECTS CLAIMANTS TO 1997 CABLE ROYALTY FEES TO
COMMENT ON EXISTENCE OF CONTROVERSY (64 FR 41473)
The Copyright Office directs all claimants to royalty fees collected
for secondary transmission by cable systems in 1997 to submit
comments
as to whether a Phase I or a Phase II controversy exists as to the
distribution of these funds.

September 7: Due date for reply comments on interim regulations on
registering vessel hulls (64 FR 36576) and for comments on
procedures
for cancellation of a registration for a vessel hull design (64 FR
36829)
September 28: Due date for notices of intent to participate and
comments on whether a Phase I or a Phase II controversy exists as to
the distribution of 1997 cable royalty fees (64 FR 41473)
December 31: End of negotiation period for determining rates and
terms for digital transmissions that constitute digital phonorecord
deliveries for the period beginning January 1, 2001 (64 FR 38861)
