This data file user's manual is intended to document the data collection of the 1999-2000 SASS.

NCES 2004077 The Condition of Education 2004
The Condition of Education 2004 summarizes important developments and trends in education using the latest available data. The report presents 38 indicators on the status and condition of education and a special analysis of changes in student financial aid between 1989-90 and 1999-2000. The indicators represent a consensus of professional judgment on the most significant national measures of the condition and progress of education for which accurate data are available. The 2004 print edition includes 38 indicators in six main areas: (1) enrollment trends and student characteristics at all levels of the education system from elementary education to adult learning; (2) student achievement and the longer term, enduring effects of education; (3) student effort and rates of progress through the educational system among different population groups; (4) the contexts of elementary and secondary education in terms of courses taken, teacher characteristics, and other factors; (5) the contexts of postsecondary education; and (6) societal support for learning, including parental and community support for learning, and public and private financial support of education at all levels.

NCES 2000308 Quality Profile for SASS Rounds 1-3: 1987-1995, Aspects of the Quality of Data in the Schools and Staffing Surveys (SASS)
In 1994, the National Center for Education Statistics (NCES) published the Quality Profile for SASS, Aspects of the Quality of Data in the Schools and Staffing Surveys (SASS) (Jabine, 1994). The report presented and summarized the available information about the quality of data from the five surveys that comprised SASS during its first two rounds of data collection (1987-88 and 1990-91). The present report, the second edition of the Quality Profile for SASS, updates the information from the earlier report and incorporates information about the quality of data from the various surveys that comprised SASS during its third round of data collection. The report also presents background on the survey design and procedures for each of the surveys.

NCES 200010 A Research Agenda for the 1999-2000 Schools and Staffing Survey
The Schools and Staffing Survey (SASS) serves two important purposes for the educational community. The first purpose is providing data that describe and track over time the state of schools and staffing (the capacities of teachers, school libraries, schools, and school districts, and the organization of schools and the teaching profession) in the United States. Major reports have contributed a wealth of information concerning the ongoing state of teaching, schooling, and school administration in the U.S. Other smaller, more focused reports contribute similar information on more specific aspects of the state of schools and staffing in the United States. The second purpose has been underdeveloped: SASS provides valuable data for gaining "enlightenment" regarding emerging and enduring issues concerning teaching and Schooling. This kind of description helps researchers gain a general knowledge about issues that they can then research in more detail elsewhere. In this way, SASS has enormous potential as a research-question generator. This paper begins with a brief description of the 1999-2000 survey. It then discusses status and trend reports that should be generated to help provide a detailed sense of the state and movement of teaching and schools. It closes with suggestions for more specific research.

NCES 9812 A Bootstrap Variance Estimator for Systematic PPS Sampling
In large multipurpose surveys, it is common to select the sample systematically proportional to some measure of size (PPS) which is correlated with an important variable of interest. The problem with systematic samples is that variance estimators are biased. This paper presents a bootstrap variance estimator, which can have less bias than standard methodologies, such as half-sample replication. The results will be demonstrated with a simulation study based on an important National Center for Education Statistics' survey-The Schools and Staffing Survey.

NCES 9813 Response Variance in the 1994-95 Teacher Follow-up Survey
The National Center for Education Statistics (NCES) sponsors the Teacher Follow-up Survey (TFS), conducted by the U.S. Census Bureau. The TFS provides information about teacher attrition. During TFS survey, The Census Bureau reinterviewed a subsample of the respondent teachers. The 1994-95 TFS reinterview focused on current teachers, who remained in teaching after they participated in the 1993-94 SASS. The TFS reinterview measured response variance in a subset of questions that includes 1) questions the NCES deemed critical; 2) questions suspected to be problematic; and 3) new questions not previously evaluated. This paper reports the finding of response variance.

NCES 9814 Variance Estimation of Imputed Survey Data
Missing data is a common problem in virtually all surveys. The most frequently used method to compensate for item nonresponse in NCES survey is imputation. A number of procedures have been developed to handle variance estimation of imputed survey data. This research focuses on variance estimation and its consequences for analysts of NCES survey data.

NCES 9815 Development of a Prototype System for Accessing Linked NCES data
Recently, NCES began providing its survey data and tools through the Internet, a step which has greatly expanded accessibility to these data. However, both NCES internal staff and its customers have a further need for the ability to directly access "linked" data from multiple survey, multiple components within a survey, and multiple time points, for methodological and analytic purposes. This paper is a report of a project that assesses NCES' capabilities to support the dissemination of linked data.

NCES 1999352 SASS-Schools and Staffing Survey
This report describes the Schools and Staffing Survey (SASS), the largest survey of the characteristics and conditions of the nation’s elementary and secondary schools. SASS collects information on public, charter, private, and Bureau of Indian Affairs schools, including school districts, principals, teachers, and school libraries. The report provides information on the survey content, questionnaires, sample sizes, and schedule for the next administration in the 1999-2000 school year. Also included are abstracts of SASS methodological studies and a listing of SASS data products and publications.
