Congress directed the Register of Copyrights and the Under Secretary of Commerce for Intellectual Property/Director of the United States Patent and Trademark Office to conduct a study and report to Congress on the effectiveness of the Vessel Hull Design Protection Act (VHDPA), enacted in 1998, which created sui generis protection for original designs of water craft hulls and decks. The study is available on the Copyright Office website at: http://www.copyright.gov/reports/. COPYRIGHT OFFICE WEBSITE PROVIDES SPANISH TRANSLATIONS OF COPYRIGHT INFORMATION The Copyright Office of the Library of Congress launched a Spanish language addition to its website to make information easily accessible to the Spanish speaking public. Spanish language information includes the Copyright Office's most popular information booklet, "Circular 1; Fundamentos del derecho de autor," as well as 60 "Frequently Asked Questions," eight fact sheets that provide information on various aspects of copyright registration, and detailed instructions on filling out the most popular copyright registration forms that are available to the public on the website. The interactive fill-in registration forms are available in PDF format. Although the forms still appear in English, the website directly links the Spanish instructions to each space of the forms making it much easier for those who speak Spanish to complete. The forms may be filled out online and then printed and mailed to the Copyright Office. To view and use the Spanish language addition to the Copyright Office website, go to http://www.copyright.gov/espanol. FINAL RULE ISSUED IN ANTICIRCUMVENTION RULEMAKING The regulation implementing the Librarian of Congress' determination in the anticircumvention rulemaking, discussed in NewsNet Issue 208, was published in the Federal Register on October 31.
