Memorandum Of Understanding Strengthens Partnership Between FEMA And EPA

Thumbnail photo of November 5, 2001 -- FEMA Regional Director Ron Castleman and EPA Regional Administrator Gregg Cooke sign an MOU establishing a regional partnership between the two agencies.Denton, TX -- FEMA Region VI and the Environmental Protection Agency (EPA) Region 6 recently signed a Memorandum of Understanding (MOU) that establishes a framework of cooperation between the two agencies.

FEMA Region VI Regional Director Ron Castleman and EPA Region 6 Regional Administrator Gregg Cooke signed the MOU, which calls for both agencies to establish and maintain a coordinated work plan that addresses Hazardous Materials and terrorism planning, training, preparedness and prevention activities.

The MOU also outlines the policy of both agencies to inform each other of threats or events that may require a coordinated emergency response. It also promotes interagency activities such as providing representation to the Regional Response Team (RRT), the Joint Response Team (JRT), the Regional Interagency steering Committee (RISC) and the Comprehensive HAZMAT Emergency Response-Capability Assessment Program (CHER-CAP) exercises.

Historically, both regional offices have worked in partnership to support the emergency management efforts of both agencies. The MOU will formalize this relationship and will be updated on an annual basis.
