Tennessee Storm Siege Recalled: April 1998 Tornadoes, Floods Triggered Assistance For Thousands; $52.8 Million In Aid

Atlanta, GA -- Five years ago, severe storms, flooding and tornadoes battered 39 Tennessee counties, leaving in their wake catastrophic damages to both private and public property and the need for federal/state recovery aid that eventually totaled $52,850,095.

As residents and public agencies in Central and Eastern Tennessee sought help to recover after the April 16 onslaught of water and wind, the president quickly issued a major disaster declaration for damages beyond the fiscal capacity of state and local resources to handle. The declaration provided for federal assistance to individuals and households as well as reimbursement for state/local infrastructure costs and funds for mitigation programs to reduce the damage potential of future storms.

The Federal Emergency Management Agency (FEMA) received 5,189 registrations for disaster aid from hard-hit residents. Direct federal aid totaled more than $1.9 million for temporary housing and emergency home repairs for nearly 1,800 residents. The U.S. Small Business Administration (SBA) provided nearly $17.5 million in low-interest disaster loans to 757 eligible homeowners, renters and businesses. An additional $1.3 million in funding was allocated as the federal share of $1.7 million in individual and family grants to meet serious needs not covered by other programs.

Nashville and Davidson County were particularly hard hit by the storms. Almost half of the requests for FEMA housing assistance, or 2,424 residents, came from the county. More than $5.5 million in disaster-related loans and grants reached county residents and business owners.

In addition, more than $28 million was obligated in eligible counties by FEMA for Public Assistance (PA). Those funds reimburse governments for such costs as debris removal, emergency protective services, repair or restoration of roads and bridges and public buildings. PA is set on a 75 percent federal, 25 percent state/local or other agency cost share basis.

FEMA also provided $3.6 million for new state and local initiatives to reduce the impact of future disasters under the agency's Hazard Mitigation Grant Program.
