FEMA Procedures Allow Individuals With Extenuating Circumstances Opportunity To Request A Late Disaster Assistance Registration

The Federal Emergency Management Agency (FEMA) allows individuals with extenuating circumstances the opportunity to request to register for disaster assistance for up to 60 days after a registration deadline, which for the World Trade Center disaster ended January 31, 2003.
In order for a late registration to be considered, an individual must adequately substantiate why they were unable to register during the registration period, which for this disaster was open for more than 16 months. A request must clearly demonstrate that circumstances beyond the applicant's control were such that they were prevented from applying during the registration period.
To be considered for a late registration to FEMA's Mortgage and Rental Assistance (MRA) program, an individual also must have lived or worked in Manhattan on September 11, 2001, experienced at least a 25 percent loss of total household income and must have been delinquent in paying their rent or mortgage prior to January 31, 2003.
