Kansas City, MO -- Robert G. Bissell has been designated the Acting Deputy Regional Director for the Federal Emergency Management Agency's (FEMA) Region VII in Kansas City, Mo. Region VII covers the states of Iowa, Kansas, Missouri and Nebraska. Bissell replaces Art Freeman who is the Acting Regional Director.

Mr. Bissell has been with FEMA since March 1980. Previous to becoming Acting Deputy Regional Director, Mr. Bissell was the Director of the Mitigation Division of FEMA Region VII located in Kansas City, Mo. In this capacity, he was responsible for overseeing the National Flood Insurance Program, the Hazard Mitigation Grant Program and Project Impact initiative.

Before coming to FEMA, Mr. Bissell was an auditor with the Inspector General's Office in the District Audit Office directing audits of financial operations of federal, state and local governments. He has since served for seven years as Chief of the Training, Exercise, and Evaluation Branch in the Preparedness, Training, and Exercises Division and was responsible for the Radiological Emergency Preparedness Program (REP), the Hazardous Materials Program (HAZMAT), the Regional Training Program, and the Comprehensive Exercise Program. In that position, he was the Regional REP Regional Assistance Committee (RAC) Chair and the Chairman for the REP Advisory Committee.

Mr. Bissell received a bachelor's degree in accounting from the William Jewell College, Liberty, Mo., and is a Certified Public Accountant (CPA).
