Milton began his career with HUD in 1979 as a Presidential Intern/Investigator in the Philadelphia Regional Office of Fair Housing and Equal Opportunity (FHEO). He investigated and conciliated scores of discrimination complaints under the various civil rights laws that HUD enforces. In 1995, he was promoted to Director of the Program Operations Division in the HUD Philadelphia FHEO Office. As Director, he oversaw the review of all funding applications in Eastern Pennsylvania and the State of Delaware. In 1997, he assumed the position of Senior Program Analyst in the Disability Rights Division, Office of the Assistant Secretary for FHEO, HUD Headquarters. He was responsible for developing policies, procedures for, and overseeing HUD's nationwide enforcement of the various HUD enforced disability rights laws. In 2000, he was promoted to Special Assistant to the General Deputy Assistant Secretary for FHEO. In 2001, Milton assumed the position of Director, Program Compliance and Disability Rights Division, Headquarters FHEO.
