Office of DisabilityBiography of Mary Jean DuckettMs. Duckett is a graduate of Towson University in Baltimore, Maryland and received a Masters in Social Policy from George Washington University. She is a career Federal employee with 37 years of experience in both the Medicare and Medicaid programs. Currently she is the Acting Deputy Director of the Disabled and Elderly Health Programs Group in the Center for Medicaid and State Operations which is one of the three major Centers of the Centers for Medicare & Medicaid Services (formerly the Health Care Financing Administration). Previously she was the Director of the Division of Benefits, Coverage and Payment of the Disabled and Elderly Health Programs Group. In that position, she was responsible for Medicaid policy related to coverage and reimbursement of both institutional and noninstitutional services furnished in a fee-for-service environment to persons with disabilities and the elderly. She is a member of the Department of Health and Human Services’ New Freedom Implementation Group and has worked to identify needed statutory, regulatory, and policy changes to assist states in meeting their responsibility under the Americans with Disabilities Act that was interpreted by the Supreme Court in the Olmstead decision. Formerly she served as the branch chief of the Home and Community-Based Waiver Branch, which reviewed state requests to provide Medicaid home and community-based waivers as an alternative to institutional care.
