$500 MILLION IN PAYMENTS TO FLORIDA PRODUCERS BEGIN TODAY UNDER HURRICANE ASSISTANCE PROGRAM
Payments begin today to producers impacted by hurricanes under the Florida Hurricane Disaster Assistance Program. This program, announced by President Bush on Aug. 27, 2004, financially assists agricultural producers who suffered citrus, fruit, vegetable, nursery and related damages due to Hurricanes Charley, Frances and/or Jeanne during August and September of 2004.

The competitiveness payment program payment rate in effect from 12:01 a.m. Friday, October 29, 2004, through midnight Thursday, Nov. 4, 2004, is 32.08 cents per pound. The next ELS payment rate announcement will be on November 4, 2004, at 5 p.m., Eastern Time.

USDA ANNOUNCES PROTOTYPE TO RESTORE WETLANDS IN UTICA, NEB.
USDA today announced, in cooperation with several state and federal agencies, a project to remove contaminants from groundwater. The project will protect public health while assisting the Nebraska Game and Parks Commission to restore 364 acres of historic wetlands in the North Lake Basin Wildlife Management Area north of Utica, Neb.
