A Case Study Of The Massachusetts Department Of Early Education And Care (PDF)

Summary: This report describes the evolution of the Department of Early Education and Care in Massachusetts from its early conceptions to its impact over its first two and a half years. It is intended to be a reference and resource for other State governments, advocacy groups, and philanthropies seeking to develop a consolidated governance structure for early education and care. Lessons that were identified for other States include: (1) identify strong legislative and/or executive branch champions; (2) use research to make the case; (3) build a strong coalition of engaged stakeholders; (4) analyze the current system’s strengths and weaknesses; (5) make changes strategically based on the data; (6) communicate often; (7) advocate for resources; (8) seek out opportunities to work with others; and (9) be patient, but persistent. Massachusetts is the first State in the nation to launch an independent department with a primary focus on early education and care.
